The modern democratic state is always attributed to Western Europe and its history by books, professors, history, government, etc...I understand that the founding fathers of America come from Western Europe, so that is why. But, was there any other state, tribe, or nation that had a democratic system (rule by the people) in any other place without Western European influence?

There are a few historians that claim the founding fathers did not get their ideas of democracy and liberty from the Romans or Greeks, but instead from local Iroquois and other native american tribes.
It is also believed that Mesopotamia formed primitive democracies, and India is thought of possibly having a few republics as someone from the Indo-Greek kingdoms claimed neighboring countries were republics. Though we don't know how democratic they were.
